Abstract:

Innovation today is often driven by small, resource-constrained entrepreneurial ventures navigating highly uncertain markets. Yet, in such conditions, market forces alone may be insufficient to support breakthrough ideas, making institutional intervention a critical factor. But how can we identify high-potential innovations with credible scaling prospects? And which companies truly merit policy support, and in what form?

Drawing on my academic expertise and policy-making experience within the European Commission, this seminar explores the intersection of entrepreneurship, competitiveness, and policy in Europe. First, I present key insights from recent surveys on the challenges faced by entrepreneurs and their ventures. Next, I highlight structural barriers that hinder the growth of risky ventures across Europe. Finally, I discuss ongoing policy initiatives and future directions aimed at fostering a more supportive ecosystem for entrepreneurial competitiveness.
